I don't agree with banning an entire country from the server, but I do think that denying access to everyone who won't speak English and observe the terms of use is the correct move. If you log in from a client with a foreign char set, it shows that you have a very clear intention of breaking the ToU and segregating yourself from the community.
Blocking non-english language clients would effectively enforce this without the need for GM's to review or enforce this rule on a player by player basis.
