Plenty of people on this server (even a majority I would wager) speak English non-natively, including most of the staff, who are French, yet they don't have trouble following the "English only" rule. I don't see any reason to make exceptions for one or two specific groups.
Also: even if they do manage to get the server stable at the current population, which I won't say is unlikely because they've done a great job at it so far, there comes a point where there are simply too many players online to have any fun or get anything done. Imagine trying to do the hunter leaf quest or farm blood of heroes or even just level an alt in contested territory once the server population reaches 15k, 20k, or even higher. It's undoable, and it forces the server staff into an awkward situation where non-Blizzlike custom fixes are needed to accommodate the non-Blizzlike population on a server that prides itself on being as Blizzlike as possible.
