Nostalrius as it used to be ("Nos 1.0") was a French server - hence the French GMs.
As explained before, the beta ended up at the beginning of 2012:

At this stage, there was absolutely no doubt about the status of the server, which aimed to be the most populated French server on the vanilla scene.
It never really worked : lack of advertising, competition from both international and French servers etc. About 200 people were online at peak time. The GMs took some initiatives in order to boost the population :
- instant 55 (you still could level your char from lvl 1 of course)
- cross-faction i.e you could group up with horde as an alliance and raid together
PVE wise it was easier than it is now on Nos 2.0 - obviously having both shams & pallys does help. However, bear in mind that it was extremely difficult to find enough players to raid, and the raids were almost never full. As an example, we were only 27 or 28 the first time we took Chroma down. Only two guilds made it to Chroma and only one killed Nefarian. Even if ALL these characters were to be fully recovered, I reckon it would have 0 impact on the server - if it's done at the right time i.e once bwl is farmed.
As for the instant 55, I'd say that the majority of the players used this option. Now, most of the players I know from Nos 1.0 played quite a long time there, enough time to make the 7-8 days of leveling irrelevant - had myself over 100 days of /played on my main. I quite like the idea of having to lvl a toon on Nos 2.0 to be able to recover a former char. This should be limited to one character though.
Pvp wise, the lack of population made it very difficult to reach the highest ranks. As myrulz said before, I can only remember 1 r14 & a few r13 - over several years. Even lower ranks such as r10 or 11 required quite a lot of efforts as you had to be top of your faction.
The economy was extremely different and it was easier to make money. The server was much older, hence more gold available. I would suggest a gold cap (100g ish) if any recovery was to happen.
We were testing AQ20 when the server was brutally closed, without prior announcement. The GMs decided to target a broader audience and to open an international server - the one you play on.
Now, I feel this isn't the right time to discuss a possible recovery of these characters - not untill BWL is released and cleared by quite a few guilds.
