And who is making Gm's rules?
Do they have their own rules and who will gonna punishing them incase of this happens?

They developed the server for you to play on. For free.
They paid to start this server, not you. They pay for the upkeep, not you.
Therefore, it is their server, not yours or mine. They have the rules plainly laid out for everyone that creates an account on this server. You have to agree to them before you can even play. If you don't read or understand the rules- like 'don't exploit major bugs'- then that's your fault, not theirs. If you don't want your actions to have consequences, get your mom to open up a server so she can hug and kiss you all the way to endgame. If you break the rules here, you can expect a ban.
