Some of the ToU entries are fairly similar to Blizzard's ToS , that one can actually read when you start the game .

I'm strictly against " yollow " chat "reminders" .

Perhaps when you create a new account you could just get a mail in game that says something among the lines " Welcome player X , feel free to create a forum account and read the server rules posted X X X section . Kind regards - Nostalrius team "

Pretty much useless since there's no email interaction at all besides the forum accounts. Throwaway/15 minute emails seem to be pretty common too. Hopefully this doesn't change and people need email confirmations for in-game accounts.

If you don't want to break the immersion you can display the message only to the players below lvl 20 for example, because they're "new" players and they don't know the ToU yet.
This way players will have a bigger tendency to check the forum or ask a GM when they find something wrong rather than exploiting it once they're lvl 60 because they learned it earlier.

This is really good.
Gold seller earned money and develop themself and now have the power to hack mass account

Chinese "hackers" attacks fansites etc places where they gather usernames, after that they test those accounts on X game or server. usually they succeed getting few accounts, its not like they have this uber weapon to get any account they want to. Its common sense to use different PW on everywhere in internet and change it regular basis.

Im pretty sure that more then 50% agrees that server broadcast spam is annonying as fuck. ( Peenix )

I'm sure this advertise can give 40-50% less work to GM and staff cause player who come here have bad habbit from retail.

I would like to add that this is an ok suggestion but what about posting bans in-game/ on forums? It doesn't have to be targeted at individuals could be a group call out to say "x amount of players ban for botting/gold farming". Using fear towards cheaters is more effective and helps prevent others from trying to do so.
