The problem is many people would actually participate in world PvP events if dishonorable kills didn't exist.
Pvpers almost always also tend to try to rank, but as they do that they are not allowed to participate in town or city raids and have a different kind of fun. Its been so many times where people told me they don't want to join cause of dhks. We don't even want to kill them, it always happens on accident. While the town is under fire they just stand there not minding, eventually they get shot and everyone in the raid is punished for that, not the one who killed the civilian.
World PvP already is a really bad way to earn honor, but we also get punished for doing it. For a rank 9 its like losing 10k honor which is really much effort compared to an accident someone else did.
It doesn't serve much, we don't want to kill them at the first place, and those who want to, don't care about rank and do it for fun. Hell at least remove them from contested zones, you just kill the player and not the quest giver.
As I suggested before : give the penalty only to the one who lands the killing blow. Or make them unkillable, if this is a way to make people not gank quest givers, just make them unkillable. Just like the NPCs in starter zones.
