(H) Ony attunement start, help

Hey
I understand to start the Ony attument you must speak to the warlord ontop of the tower in Kargarth,
however no matter how many times i click on him he only repeats the first conversation and i have no way of getting the letter to start the quest.
Any ideas?

The quest is a lvl55 requirement, maybe you're too low?

the Ony link doesn't say it requires the Disharmony of Flame quest done first, are you sure?
