Cloth quartermasters not spawned?

Earlier in the server I kept seeing the question mark to turn in cotton. Now I wanted to turn in 60 silk for some exp, and the quartermaster in org and undercity is nowhere to be found. Anybody else experiencing this?

yes,they are disapeared. i don't know why.

They were added to the game in 1.5.
