Can hunter got a bigger Quiver when they born?

I want to be a hunter on the TBC server ;but I found it's hard to get a bigger Quiver so I can enjoy.
So would it's possible to be pathed any time?

Also a Thori'dal would be lovely as well. You know to enjoy better.
